Notice of the Ministry of housing and urban rural development on strengthening the planning and construction of urban electric vehicle charging facilities, Construction of Xinjiang production and Construction Corps:

in order to fully implement the guidance of the general office on accelerating the promotion and application of new energy vehicles (GBF [2014] No. 35) and the guidance of the general office on accelerating the construction of electric vehicle charging infrastructure (GBF [2015] No. 73), accelerate the planning and construction of urban electric vehicle charging infrastructure, and promote the promotion and application of electric vehicles, we hereby notify the following:

I Fully understand the significance of accelerating the planning of electric vehicle charging infrastructure, and immediately click the interrupt button to exit the construction of experimental state

electric vehicle charging infrastructure (hereinafter referred to as simply mechanical loading charging facilities) includes charging piles, charging stations, replacement stations, etc. it is a new type of urban infrastructure and a basic guarantee for the promotion and application of electric vehicles. Accelerating the planning and construction of charging facilities is an objective need to implement the national development strategy of new energy automobile industry, and an important measure to improve urban infrastructure, facilitate residents' lives and promote urban low-carbon development. In recent years, the promotion and application of electric vehicles in China has achieved preliminary results, but the problems such as the shortage of construction land for charging facilities, the difficulty of site selection, construction and the lack of total amount are becoming increasingly prominent. At present, China's electric vehicles have entered a period of rapid promotion and application. By 2020, the number of electric vehicles in the country will exceed 5million. The contradiction between the serious shortage of charging facilities and the rapid growth of electric vehicles will further intensify. Accelerating the planning and construction of charging facilities has become a very important and urgent task

II. Clarify key tasks and work objectives

fully implement the national new energy vehicle development strategy and charging facility construction requirements, strengthen and improve urban planning, pay close attention to formulating or improving relevant plans in accordance with the principle of "combining slow and fast charging, combining public and private use, and combining short-term and long-term", timely incorporate electric vehicle charging facilities into urban planning as an important urban infrastructure, and vigorously promote the construction of charging facilities, Promote the formation of an intelligent and efficient charging facility system with the basic charging facilities in the user's residence as the main body, the public charging facilities attached to the parking lots of urban public buildings, social public parking lots and temporary parking spaces on the road as the auxiliary, and the centralized charging and replacement power stations as the supplement, with reasonable layout, appropriate advance, vehicle piles accompanying. In principle, each electric vehicle shall have a basic charging parking space. The parking space with charging facilities in each public building and social public parking lot shall not be less than 10% of the total parking space. At least one fast charging station shall be built for every 2000 electric vehicles to meet the charging needs of electric vehicles in different fields and at different levels, and support and promote the popularization and application of electric vehicles

III. strengthen the planning and construction of charging facilities

(I) make overall planning and reasonably layout charging facilities

the planning requirements for charging facilities shall be fully implemented and improved in organizing the preparation of various urban plans. The overall urban planning should take the promotion and application of electric vehicles as a specific measure to promote the development of green transportation. The urban comprehensive transportation system planning shall specify the construction objectives and key construction areas of charging facilities. The urban parking plan shall specify the proportion and requirements for the construction and installation of charging facilities in various parking lots (buildings). Large cities and megacities shall prepare special plans for charging infrastructure in combination with the actual needs of urban development, and scientifically determine the construction scale and spatial layout of charging facilities. In the regulatory detailed planning, attention should be paid to the implementation of relevant planning requirements such as the comprehensive transportation system planning, urban parking planning, special charging infrastructure planning, etc., and the land layout of electric vehicle charging and replacement power stations that need to be occupied independently

(II) strict planning standards for new towns, new districts and new residential (small) areas, and earnestly implement the construction requirements for charging facilities

since 2016, the planning conditions for new residential (small) areas and large public buildings proposed by the competent department of urban and rural planning, when issuing the planning permit for relevant construction projects, must strictly implement the proportion requirements for the construction of charging facilities in the new parking lot. The construction and installation conditions of charging facilities should be reserved for 100% of the new residential parking spaces. For the new shopping malls, hotels, hospitals Parking lots and social public parking lots shall be built for large public buildings such as office buildings. The parking spaces with charging facilities shall not be less than 10% of the total parking spaces. Relevant requirements shall be incorporated into the mandatory standards for engineering construction. When reviewing the construction drawings of residential projects and large public buildings, the construction drawing review organization shall review whether the charging facilities meet the mandatory standards for engineering construction

(III) effectively strengthen the construction of charging facilities in old residential (small) areas, and make every effort to solve the problem of charging difficulty

it is necessary to strengthen the guidance and supervision of the owners' assembly and the owners' committee, and guide the owners to uniformly transform the parking lots in residential (small) areas and build and install charging facilities according to the principles of "who uses, who pays" and "who invests, who benefits" in combination with their own reality. On the premise of not affecting the traffic, it is allowed to use and transform the lighting facilities in residential (small) areas, parking lots and urban branches to build charging facilities. For communities with parking difficulties, time-sharing charging parking spaces can be built in combination with temporary parking spaces and public parking lots in the near future; In the long term, charging facilities shall be built and installed in new parking lots in combination with the reconstruction of old residential areas, the development of surrounding areas, and the construction of mechanical and three-dimensional parking facilities, so as to create conditions for users to charge. The competent departments of housing and urban rural construction in various regions shall actively coordinate with the power companies to do a good job in the phase VTT plan, and the development work tends to be more towards the transformation of the power infrastructure network related to industrial processing

(IV) actively promote the reconstruction of the existing parking lot of the unit and the construction of charging facilities to meet the travel demand of electric vehicles

it is necessary to win the support of the people's Government of the city, pay close attention to the study and formulation of work plans, and gradually promote the construction of parking lots within government agencies, public institutions, enterprises and institutions, as well as large shopping malls, supermarkets, cultural and sports venues and other buildings that meet the conditions from the central area of the city to the edge of the city, from the priority development area of the city to the general area. It is also necessary to transform or construct and install charging facilities, and encourage employees Customers use electric vehicles to travel. The competent departments of urban and rural planning, construction and parking should give full play to the leading role of the market, support social public parking management units and charging facility service operators to build public charging facilities in existing social public parking lots such as transportation hubs and park and ride (p+r), and create conditions for market-oriented operation and large-scale services of charging facilities

(V) fully support the construction of charging facilities in the public service field and guide specific industries to take the lead in the application of electric vehicles

for electric vehicles in the public service field with fixed-point and fixed-line operation, such as public transport, sanitation, airport commuting, etc., priority should be advocated and encouraged to build charging facilities in special parking lots and stations. At the same time, in the relevant regulatory detailed planning along the line, the land for independent fast charging station and replacement station shall be reasonably arranged or reserved to ensure the operation needs of the line. For electric vehicles in public service fields such as leasing, logistics, leasing, patrolling, etc., which are operated by non fixed points and fixed lines, the potential for the construction of charging facilities in the unit's internal parking lots should be fully tapped, and the planned land for gas filling stations and public parking lots should be used in the corresponding service areas to appropriately plan and build public charging power stations and charging piles in advance, so as to support the public service industry and municipal public units to take the lead in promoting the use of electric vehicles

(VI) simplify planning and construction approval and accelerate the construction of charging facilities

according to the requirements of GBF [2015] No. 73, simplify the approval process for the planning and construction of charging facilities, and support qualified units and institutions to transform, install or build charging facilities in internal parking spaces (yards) without affecting the living and traffic organization of the surrounding people. From the date of printing and issuing this notice, individuals who install charging facilities in their own parking garages and parking spaces, and residential (small) areas and units in existing parking spaces do not need to apply for construction land planning permit, construction project planning permit and construction permit. In the construction of public parking lots (buildings), it is not necessary to apply for construction project planning permit and construction permit for charging facilities such as charging piles constructed synchronously. For newly-built centralized charging and replacement power stations with independent land occupation that must go through the approval procedures for planning and construction, the handling speed shall be accelerated

IV. safeguard measures

(I) strengthen leadership and organization. This technology has slowed down the energy, resources and environmental problems faced by the high molecular material processing industry

under the leadership and support of the Municipal People's government, the competent departments of housing and urban rural development at all levels should, according to their responsibilities and division of labor, effectively strengthen the organization and leadership of the planning and construction of charging facilities, strengthen planning guidance, pay attention to the coordination of departments, improve supporting policies, strive for financial support, strengthen assessment and supervision, and promote the construction of charging facilities in an orderly manner

(II) strengthen the application of modern information technology

it is necessary to coordinate the construction, management and operation needs of charging facilities, strengthen the integration with smart electricity, interconnection, IOT, intelligent transportation, big data and other technologies, actively explore the establishment of charging intelligent service platform, continuously improve the application level of modern information technology in charging facilities network, provide users with charging navigation, status query, charging reservation, fee settlement and other services, and improve operation efficiency

(III) timely summarize and promote advanced experience

it is necessary to actively seek the support of relevant departments, combine the development and construction of new towns and new areas with the transformation of old urban areas, take the lead in the pilot cities for the demonstration and promotion of energy-saving and new energy vehicles, low-carbon ecological pilot cities, green ecological demonstration cities and renewable energy pilot cities, actively explore the planning methods, construction modes and management methods of charging facilities, and summarize the experience that can be replicated and promoted, Promote the construction and popularization of charging facilities

(IV) pay attention to correctly guiding the society

it is necessary to widely publicize the development policy of electric vehicles, the planning and layout of charging facilities and construction trends through the media and other forms, so that all sectors of society can fully understand the charging facilities, improve their recognition and acceptance of the construction of charging facilities, attract more enterprises and units to participate in the construction of charging facilities, advocate the protection of charging facilities by the whole society, and guide and cultivate the consumption of electric vehicles
