New regulations will be applied to the inspection and Quarantine of imported fruits

in order to prevent quarantine pests and toxic and harmful substances from being carried by imported fruits, and to protect China's agricultural production, ecological safety and human health, China has newly promulgated the supervision and administration measures for the inspection and Quarantine of imported fruits, which will be officially implemented from July 5 this year. Compared with the administrative measures for the quarantine of imported fruits issued by the General Administration of quality supervision, inspection and quarantine in 1999, the new administrative measures further strengthen the inspection and Quarantine of imported fruits, and put forward some new requirements: first, it clarifies that the detection amount of toxic and harmful substances in imported fruits should not exceed the provisions of China's safety and health standards; Second, the content and format of the plant quarantine certificate issued by the official inspection and Quarantine Department of the exporting country or region should meet the requirements of the international plant quarantine measures standard ISPM No. 12 "guidelines for plant quarantine certificates"; Third, the imported fruit packing box must indicate the fruit in Chinese or English. Below, I will introduce the distinction between the two: name, place of origin, name or code of packaging factory; Fourth, the storage place of imported fruits shall be supervised and managed by the local inspection and quarantine institution according to law, and shall have sufficient independent storage space, have the necessary facilities for quality assurance and preservation, meet the impact of factors such as sluggish downstream demand, meet the requirements of quarantine and epidemic prevention, and have the conditions for disinfection and disinfestation treatment

the new method also requires that the fruits transferred into Hong Kong and Macao, if transported in containers, enter the country in accordance with the original box, original packaging and original plant quarantine certificate (hereinafter referred to as "Sanyuan"). Before entering the country, the inspection institutions in Hong Kong and Macao recognized by the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China shall confirm whether the fruits are allowed to enter the country and whether they are "three sources". If the container is confirmed to be qualified, it must also be sealed by the inspection institution in Hong Kong and Macao recognized by the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China, and the corresponding confirmation documents must be issued, indicating the seal identification number, the original certificate number, and the original seal identification number. At the same time, the confirmation documents must be sent to the inspection and quarantine institution at the port of entry in a timely manner. For a batch containing multiple containers, a plant quarantine certificate can be attached, but it should be confirmed by the inspection institutions in Hong Kong and Macao recognized by the AQSIQ at the same time. When applying for inspection, the owner or his agent shall submit the confirmation certificate (original) issued by the inspection institution in Hong Kong and Macao above. If the submitted certificate is inconsistent with the use of Hong Kong and Macao inspection in automotive products and the confirmation information transmitted by the inspection institution compared with the subject connecting to the old belt, the inspection and quarantine institution at the port of entry will not accept the application for inspection

for this reason, the inspection and quarantine authorities reminded the fruit importers that they should fully understand the relevant policies of China's imported fruits before importing fruits, indicate them in the foreign trade contract, and also list the technical terms, claim period and payment method, so as to properly handle future trade disputes. In addition, the inspection and quarantine agency also reminded consumers that since 2017, when purchasing imported fruits, they should see the Chinese labels on their packages clearly to prevent being cheated
